Why is a PDF so much harder to edit than to read?

Because it stores the finished page rather than the document that produced it. Positions, fonts and line breaks are all resolved and embedded, which is exactly why it looks identical everywhere. Editing means reconstructing the structure the layout came from, so converting to a word-processor format is genuinely a re-interpretation — reliable for ordinary prose, and worth checking on anything with columns, tables or forms. A PDF looks byte-for-byte identical on every machine and every printer, which is why contracts, invoices and academic papers all live in it.
What happens to form fields in a PDF?

They stop being fields. An interactive form is a layer of widgets sitting above the page — text boxes, checkboxes, signature areas — and only a format with the same concept can keep them.
